Summary of October 18 Ada Council and Safety Services committee meetings

Mayor Dave Retterer convened the Oct. 18 regular meeting of the Ada council at 6:30 p.m. in council chambers, 115 W. Buckeye. All council members were present. Two journalists were in attendance and additional viewers watched via Zoom. A packet for the meeting is available HERE.

Bills were paid by unanimous vote. The Claims Register is listed on pages 8-12 of the council packet.

RESOLUTIONS
A second reading was made and approved unanimously for “An Ordinance Approving the Recodification, Editing and Inclusion of Certain Ordinances as Parts of the Various Component Codes of the Codified Ordinances of Ada, OH,” an annual procedure.
OLD BUSINESS
Council member Sheila Coressel reported on the Monday, October 17 meeting of the Ada-Liberty ambulance board. She shared information sheets regarding a proposed EMS levy that will be on the November 8 general election ballot.
COMMITTEES
Jeff Oestreich-Safety Services:
- Called for a brief committee meeting after the council meeting.
Bob Simmons-Personnel:
- Asked for an executive session with no action.
- Reported that he sat in on three employee evaluations last week.
- Referred a memo in the packet (p. 18) asking to end the probationary period for Ptl. Courtland Fowler, which was approved unanimously.
Sean Beck-Utilities:
- Reported two reasonable requests for water bill adjustments due to underground leaks (p. 16-17); both recommended by the village administrator. Requests were approved.
Patty Navin-Fiscal Officer:
- Reported the start of payroll conversion to new accounting system.
- Annual insurance property liability review with Stolly Ins.
Michael Harnishfeger-Police Chief:
- Officers Crawford and Eiden completed sergeants training.
- Cases of domestic violence and theft.
- Multiple calls about a homeless visitor who spends time in Findlay and Lima shelters.
- Officer Fowler testimony in Columbus court regarding sexual assault case.
Jamie Hall-Village Administrator:
- Next week Hall will attend water meter presentations; gathering information from four vendors.
- On October 29 the village will hold a 10:00 a.m. Neighborhood Revitalization Meeting at The Depot. Villagers are invited to submit ideas for a Community Block Development Grant. Surveys have been distributed in water bills with 32 responses to date.
- 2022 fall leaf pickup begins October 24; the schedule has been sent out and is on the village website.
From 7:00-7:40 p.m. council went into executive session to discuss employment matters.
PUBLIC SAFETY COMMITTEE MEETING
The regular meeting was adjourned and at 7:42 p.m. a Public Safety committee meeting of the whole was held to learn about Lexipol policy and procedures service under consideration by the Ada Police Department (packet pages 19-41).
Chief Harnishfeger reported that some 600 law enforcement organizations in the state use this service, approximately 2/3 of all agencies. Harnishfeger commented, “One of my goals is to update and better professionalize our policy and procedure manual.” The process would involve merging the Lexipol manual with Ada’s. Strengths of the program are daily training for all officers and ongoing updates to policy based on new requirements and needs. The police chief would review all updates and determine whether or not to incorporate them.
The cost of the program is $7,300/year. There is a one-time implementation option costing $2,900.
Committee member Oestreich recommended that the police chief get firm prices and put Lexipol in the 2023 budget draft.
The committee meeting ended at 8:00 p.m.
