The Village of Ada Council met in regular session on September 15. The meeting was conducted by Mayor Dave Retterer with all council members present. The meeting packet is here.

PUBLIC FORUM
Ada resident Kevin Wagner addressed council regarding a video recording of a complaint about him. Wagner expressed concern about the video's existence and questioned the village's retention policy, specifically highlighting a five-day retention window. He urged the council and administration to change their ways.

VILLAGE POOL FINANCE REPORT
At Mayor Retterer's request, Fiscal Officer Lydia Fontaine provided an overview of 2026 Village pool finances. Revenue to date is $237,988.87 compared to the budgeted income amount of $322,300. Total expenses reached $336,334.83, including staff wages, operational supplies, chemicals, concessions and facility maintenance. The facility currently has a deficit of $98,345.98.

Major repairs contributed significantly to 2026 expenses. A concrete project cost around $96,000.

Four months of municipal income tax allocations (September through December) remain to be credited to the pool fund.  Income tax allocations to the pool so far this year are $137,02.04. A final financial accounting for the pool will be presented at the conclusion of the calendar year.

TECH PAYMENT APPROVED
A report was provided detailing work completed by Ken Lauria, who serves as a vendor handling technology-related activities for the village. At the previous meeting, payment to Lauria for August services was tabled due to a lack of related information. Council approved the $4,078.13 payment to Lauria. 

POLICE DEPARTMENT
Police Chief Alec Cooper said that since his last report, Ada officers have initiated or responded to 147 calls for service, took 13 incident offense reports and 3 vehicle accident reports. Cooper publicly thanked the Ada High School for their celebration of veterans and first responders at the September 11 football game.

RESOLUTIONS
Council approved a resolution accepting the amounts and rates determined by the Hardin County budget commission and authorizing the necessary tax levies and certifying them to the county auditor. This is a yearly resolution.

ORDINANCES
Council approved a 3rd reading of an ordinance prohibiting public urination within the village and passed it as an emergency. 

Council approved the second reading of an annual authorization for the mayor to assess street lights within the village for the year 2027.

Council approved an ordinance amending certain portions of chapter 147 of the codified ordinances of Ada, establishing a village tree commission to regulate the planting, care and removal of trees within the village. Mayor Retterer appointed council member Lucas Rowe to serve on the commission.

PUBLIC HEARINGS: DATA CENTERS AND TINY HOMES
Village of Ada Planning Commission will hold two public hearings on Tuesday, September 29, 2026, beginning at 5:00 p.m. The first public hearing will discuss data centers within the Village of Ada. Immediately afterward, a second hearing will discuss proposed Village of Ada zoning regulations for tiny homes.
