Recap of June 3 Ada Council meeting

The Village of Ada Council met on June 3 with several visitors in attendance. Mayor Dave Retterer presided over the meeting which ran from 6:30-8:07 p.m. (The meeting packet from the Village website is HERE.)

OPEN FLOOR
Kara Brown of the Hardin County Board of Developmental Disabilities told council that an adult-size changing table is available for installation in Ada. She asked council to help find a location. There is no cost associated with the table, unless you need to add electricity for its operation. The table needs to be attached to a permanent location.

RESOLUTIONS
A resolution was passed allowing the Mayor to apply and contract for a Water Supply Revolving Loan.

ORDINANCES
Council passed the first reading of a revision to Section 521.08 of the codified ordinances of the Village of Ada (Littering and deposit of garbage, rubbish, junk, etc.) by emergency. The ordinance is being expedited because it applies to mowing during the growing season. The revisions shorten the notice period and specifies a 60-day invoice. NEW BUSINESS
Ken Lauria, the Village IT consultant, reviewed a state audit of Village of Ada cyber security. He noted that the Village is now www.adaoh.gov/ He reported that the three main points of the audit were:

1) Awareness: Bad actors are getting worse. Training and exams will be provided and related policies will be updated.

2) Logical access control. There will be new password and login requirements.

3) Continuity (disaster recovery) A remote backup location or cloud storage will be created.

COMMITTEE REPORTS

Streets
Linda Mason requested a meeting on July 1 following the council meeting to discuss residential street parking on Gilbert St.

Finance
Sheila Coressel shared that there are sponsorship opportunities for the 9th annual Made in Ada Football Festival. In the past the Village has provided in-kind donations. The Village has been asked if it would consider making a monetary donation since there will be no Patriot Pops concert this year, which the Village supported with a $1,000 donation. Related Village employee assignments and Police Dept. overtime was reviewed. (No motion was made.)

Buildings and Grounds
Jason Campbell presented and council approved an Ada Public Library request for free swimming at the Municipal Pool on July 10.

OTHER REPORTS

Fiscal Officer

Police Department
Chief Alec Cooper reported that since the last council meeting there have been 96 calls for service, 11 incident and offense reports, and 4 vehicle accidents. A female was arrested for operating a vehicle while impaired. He noted that unruly juveniles is a majority of calls right now. Cooper reported that two Ada officers have been part of two Special Response Team activations in the past five days, calls which were not in the Village. The Chief thanked all who celebrated Officer Mike Bollinger’s retirement.

Village Administration
Administrators Amanda Sears and Jamie Hall provided information on the following projects.

  • North Street/SR 81 road shoulder repair work will begin June 9 and take about three days. ODOT will repave an area where the shoulder is breaking down. The Village will have up to $25K in costs with ODOT covering anything above that. 
     
  • A Main St. business has purchased a bench and put it outside their business. The bench does not match the type established by a downtown streetscaping project. After discussion, it was established that the business would be asked to remove the bench at 123 S. Main. Council will establish an approved bench for future installations. 
     
  • The Village has received $55K in CDBG funds for sidewalk improvements. Staff will be surveying quadrant A for tree conflicts on sidewalks.
